The BIR issued guidelines on the payment of Monthly Communication Expenses (MCE) of concerned BIR officials and employees in the National and Regional Offices pursuant to Department of Budget and Management (DBM) Budget Circular No. 2024-2 dated 2 August 2024.
Revenue Memorandum Order (RMO) No. 3-2025

The RMO provided a summary list of BIR officials and employees in the National and Regional Offices entitled to MCE with corresponding amount per position. Furthermore, rules and guidelines on the reimbursement of the MCE and the roles and responsibilities of concerned divisions and offices were provided in this RMO.
EFFECTIVITY
This RMO shall take effect on January 1, 2025.
